Nor can “suffering” be here meant as a present participle – it is not something that birth is doing; and as an adjective “suffering” applies only to people. However, in the passage on the first True Reality, dukkha in “birth is dukkha . ” is an adjective – as shown by the fact that the grammatical gender changes according to the word it qualifies – but is not applied to a person or to people. The best translation here is by the English adjective “painful,” which can apply to a range of things.
